Arroyo urged to call special session to pass crucial bills


ENATE Majority Leader Francis Pangilinan has suggested that President Gloria Macapagal-Arroyo order Congress to hold a special session that will tackle urgent bills pending before it.

He said the House can still pass the measures before the end of June and considering that it has already closed its Congress, the President needs to call for a special session.

Pangilinan said the Senate has passed urgent pieces of legislation of such as the Human Rights Compensation Bill, the historical CP Charter Bill, and the amendments to the Intellectual Property Code which would make medicines more accessible to the poor and the middle class.

The measures, Pangilinan added, “are long overdue and the benefits of these bills are crucial.”

He said it will be a shame to delay the important measures when the lawmakers and Malacanang can actually do something about it.

Meanwhile, the Senate approved a total of 169 legislative measures on third reading consisting of 51 measures of national application and 118 measures of local application during the third regular session of the 13th Congress which ends sine die under the leadership of Senate President Manuel Villar.

The latest major legislative measure passed during the final week of session prior to the adjournment was Senate Bill (SB) 2593, which amends Republic Act (RA) 6977 or the Magna Carta for Small Enterprises and for other purposes.

Also approved were four bills of local application: SB 2616 establishing the Mimbilisan Watershed located in the municipalities of Balingoan and Talisayan in the province of Misamis Oriental as protected are under the category protected landscape; SB 2605 establishing the Samal Island special economic zone authority; House Bill (HB) 6041 converting the municipality of Naga in the province of Cebu into a component city; and HB 5970 creating the province of Quezon del Sur.

The five bills passed by the Senate this week brought to 169 the total number of bills passed during the third regular session of the 13th Congress.

Likewise approved was the bicameral conference committee report on a law protecting buyers of “lemon” or defective cars which was principally authored by Senators Miriam Defensor-Santiago and Aquilino Pimentel III, and Senate President Manuel Villar under the consolidated SB 2464.

The so-called “lemon law” seeks to promote the full protection of the rights of buyers against deceptive and unfair trade as it recognizes that a motor vehicle is a major economic investment. (CPB/Sunnex)
